Development Manager North West £45,000 basic salary, 15% bonus, car allowance, 28 days holiday + bank holidays A national house building and construction group who have been established for over 90 years are currently looking for a Development Manager to assist on public sector bids and tenders for a number of contracting, housing and mixed-use schemes in the North West region. Role and responsibilities The Development Manager will be working in a wider team, identifying and securing new development opportunities, securing viable planning consents into contracts - building relationships with public and private sector clients, and sourcing and bidding on land and tenders. Bid/Tender Management o Coordinate the overall bid submission process, appointment, coordination and leadership of the bid team; o Arrange, attend and chair bid team meetings, preparing meeting agendas, issuing updates and clarifications to the bid team; o Develop a bid win strategy to maximise chances of winning the project at commercial sustainable rates; o Development of submissions in line with the bid requirement including drafting and reviewing bid text; o Agreement and management of the bid budget, including gaining approvals; o Coordinate the formatting of the document with the Bid Co-ordinator; o The submission of bids on time and to the required quality; o Lead the internal team to deliver successful tenders into contract, ensuring adherence with bid submission; Land Acquisition and Joint Ventures o Establish and maintain effective working relationships with local authorities, local agents, land owners and registered providers and potential JV partners to promote the business. o Develop a detailed knowledge of development and partnership opportunities and competitor activity within the region. o Support and coordinate the acquisition of land opportunities from public and private sector land sources. o Evaluate and appraise opportunities, undertaking financial analysis/appraisal. o Implement all internal procedures involved in investigating, reporting and ultimately purchasing land and obtaining planning consent. o Appoint and managing internal and external professional teams to procure technical, legal and development information to appraise site opportunities and constraints. o Formulate and manage offers, co-ordinate investigations, negotiate with local authorities, agents and solicitors. o Negotiate financial offer and legal agreements with Registered Providers, PRS operators or Local Authorities in respect of any onward sale. o Work closely with the Pre-construction, Commercial, Sales and Affordable Housing Teams and external consultants, monitoring site progress through to planning consent - principally on development opportunities but where required work as part of the team to support securing contracting opportunities. o Manage external legal and professional advisors to conduct due diligence, support commercial negotiations, inform partnership structuring. o Negotiate and complete legal agreements, including sale agreements, Section 106 agreements and Joint Ventures, with solicitors and third parties. o Coordinate and prepare Land Approval Packs to support the Development Director in obtaining authority to acquire sites. o Understand the sales process and sales risk liaising closely with the Sales Team. o Liaising and negotiating with Joint Venture stakeholder partners and active participation in the ongoing governance of JVs, including administration and membership of joint venture boards. o Ensure familiarity with the Group's Health, Safety and Environmental policies. o Delivery of viable and optimised projects to meet business plan requirements on programme. o Excellent working relationships with stakeholders through track record of delivery. o Recycling, learning and innovation to improve performance.
